pluralist who asks, “Does anyone have power?” -but by investigating the particular “mobili- zation of bias”
The meaning of this quote is to start thinking about it from a perspective that is bias but also not to come at it from a sociologist view and ask who rules. It's a new approach since that way didn't work out at first. As a pluralist he saying that their view and decision making are located mostly in the framework of the government. Non governmental groups use their resources to exert influences .
